1945-1959 was a period of change and turbulence in Paraguay. From 1940-1948 the country was under the dictatorship of General Higinio Nicolás Morínigo Martínez. After World War II, a brief period of political liberation was followed by a civil war in 1947, after which there were a succession of leaders and revolts until General Alfredo Stroessner emerged in 1954 as a new dictator president, lasting until early 1989. The documents found in these files are predominantly instructions to – and despatches from – U.S. diplomatic and consular officials, often accompanied by enclosures, addressing the political affairs and concerns affecting Paraguay.
